INDIANAPOLIS--An Indy Metro Police sergeant faces two felony charges and could be fired over accusations he stomped on a suspect’s face.
The charges against Eric Huxley stem from an incident on Monument Circle two weeks ago, when officers answered a call about a man screaming and yelling. Jermaine Vaughn was arrested on a charge of disorderly conduct. Bodycam video shows that officer grabbing Vaughn’s shirt front while Vaughn continues to argue with him. Right after Vaughn goes to the ground, the video appears to show Huxley kicking or stomping Vaughn in the face.

IMPD automatically reviews any use of force. Prosecutors say Huxley told the officer writing the report he was trying to step on Vaughn’s shoulder, and kicked him in the face accidentally. A supervisor alerted Chief Randal Taylor last week after viewing the bodycam footage.
Taylor calls the video “sickening” and says there’s no excuse for what he calls Huxley’s “bad decision.” He’s suspended the sergeant without pay, and says he’ll ask the police merit board to fire Huxley once the criminal case is resolved.

“This video that you are going to observe is probably going to make you upset as t did me,” said IMPD Chief Randal Taylor, before showing bodycam footage of the incident. “No excuse for it.”
Huxley can be seen kicking a man, Jermaine Vaughn, in the face. The man was handcuffed. The other two officers then pulled the man up the steps of the Soldiers and Sailors Monument, at one point pulling the man’s pants down, revealing his buttocks.
“You’re done,” one officer says and repeats.
“Transparency is one of those things we’ve been striving for. I understand after watching this video there’s gonna be some people who are upset. We’ll have to mend those fences,” said Taylor. “That’s not what they’re (cops) all like.”
The other two officers involved are Sgt. Christopher Kibbey, and Ofc. Matthew Shores. They are also under investigation, but have not been charged. Taylor said that investigation is not criminal, but is internal. He says both officers have been reassigned to desk duty until the internal investigation is complete.
Taylor says IMPD will take a second look at any past instances where any of the three officers used force, or where Huxley was in charge of reviewing another officer’s actions.
Huxley is charged with battery and official misconduct. Both charges carry up to two-and-a-half years in prison.
All three officers are white. Vaughn is Black.
“As far as I know there were no racial epithets,” said Taylor.
